And I know he won the IC title in the 90s and maybe another later, but I’m not cheating.

is it Rikishi? The only thing I'm unsure of is whether it was really 7 years between the Headshrinkers winning the tag straps and his next title in the WWF, but otherwise I believe he fits the bill.
He was billed as from Samoa and the Middle East at various times

Sweet!! I'm usually terrible at gauging what will or won't be hard to get right. I assume someone will get this rather quickly
- There were 3,615 days between my first heavyweight title run and my second heavyweight title run.
- I managed two future WWE Hall of Famers at different times after I stopped competing regularly.
- I was trained by a training legend, who trained 8 future WWF/E HOFers.

Maybe. To be honest I thought it was worth a shout on that clue alone. I was either going to be right or it would rule it out for other people early.

Ok so here we go.
1) I have never held a title in what most people would consider a major promotion, but I have held several titles elsewhere and am currently recognised as a champion by at least one smaller promotion.
2) I competed for championships three times in TNA/Impact, though only one of those bouts was one on one.
3) I have worked for the WWE but I have never won a WWE match.

Who won titles on house shows.... most of the people I can think of worked TNA a lot more than as a one-off.
Maybe Sensational Sherri? I don't remember her there so she might have just done a single show. And I don't remember ever seeing her win the old women's title.

Yep, Prime has it.
She beat Fabulous Moolah in the 80s at a house show.
Her one-off TNA appearance was a backstage skit with Bobby Roode.
And she won WON Manager of the Year in 1991

OK, let's try this one out.
1) I have appeared on several WWE PPVs, including two Wrestlemanias.
2) I have worked under half a dozen different gimmick names, at least three of which have something in common with the names of different AWA Champions.
3) Outside my native country, my greatest successes came in Puerto Rico, where I once wrestled Ric Flair to a time-limit draw for the NWA title.

This is a super tough one. I figured it out by looking at all my WrestleMania VHS collections several times. Then I re-read the original clues.

Nice trick. Appeared indicated non-wrestler, and then I remembered being 12-13 years old when news of Dino Bravo being shot dead by Hell's Angels....
Anyways, it's Frenchy Martin, who's real name is Gagne (like the AWA champs.)

No, and if I wasn't from Montreal and from a French family, I might not have been drawn to Frenchy Martin of all people. It was a super difficult one.
I'm going to wait before posting the next one. Maybe a couple of hours, but I'll get one up. I think I'll try more inventive clues, much like the ones I used when I first got into this thread a few months ago.
EDIT
1 - My flags fly red, red white blue, or red, blue, with yellow.
2 - I primarily wore the colors of black, white, and red (with silver), though some gray at one point also when I was between jobs.
3 - I am known for my skills golf.
