No idea about clue 3 but don't think he satisfies #1 or 2.

That's got me thinking, not Ricardo, but maybe Armando Alejandro Estrada?

    1. I'm mostly known for my work with ROH and WWE.
    2. I won a title in my first Wrestlemania appearance.
    3. But I never won a title in ROH.

Cedric Alexander. Only other ROH people that won titles at Mania were Bryan, Punk, Hardys, and Rollins, (not sure of there are anymore) but they all didn't win a title in their first Mania, and they all won titles in ROH.

    Nice.

    1. I wrestled a total of 15 matches for the WWE, but 1 was a dark match, and under 3 different names.
    2. I am a well known wrestler without really working for any of the big 4 American companies with the exception of the 15 matches listed in clue 1.
    3. I was part of one of the all time most remembered segments of RAW without even being there.

    OK, let's try this

    1. I am a one time WWE tag team champion.
    2. I won the WON worst feud of the year with my tag partner from clue 1.
    3. My first PPV appearance for WWE was a Summerslam main event.

It’s either Titus or Darren Young, but I think that Darren was in PPVs with the Nexus, so Titus O’Neal

Yep, the infamous Super Cena performance which pretty much ended the Nexus as a creditable force.

    I'l restart us, then.

    1) I wrestled my first WWF match against Henry O. Godwinn.
    2) I worked in Germany prior to getting my break in my native US.
    3) I have wrestled against Hiroshi Tanahashi and Kazuchika Okada, though not necessarily in singles matches.

    Let's try a few more.

    1) I have featured in 14 video games made by three different promotions.
    2) I have wrestled in more than 100 televised/PPV singles matches in the WWE.
    3) I once finished in the top 10 of the PWI 500.

Had to cheat, so will refrain from guessing. Just out of curiosity, is clue 6 (I once finished in the top 10 of the PWI 500.) actually a typo? If it isn't then I have no clue.

I don't think it's a typo, no. What were you thinking it maybe should have said, instead?

    And no Powder, not Dreamer.

Top 25 instead of top 10?

It's quite possible I'm wrong in terms of who I think it is. The person I thought it was had their first match against Goodwin and has wrestled Okada/Tana. No idea about the games clue, but fairly sure they worked at least 100 singles matches in WWE.

Ah, I see. But no, I've just double checked in a few different places and they all have this person listed in the top 10 of the PWI 500 for one particular year.

    7) I also worked as enhancement talent for WCW at the beginning of my career and lost a match in that spell to Jim Duggan.
    8) The first title I won in a promotion based in the United States was the ECW Television Title.
    9) I returned to the WWF, this time in a more prestigious role, one week before the final episode of WCW Monday Nitro.

Ah well, then in that case the person I thought it was was Val Venis. But those last set of clues blow him out of the water.

Pretty coincidental that he hit the Goodwin and Okada/Tana clues!

Last guess. A round about way of saying Eddie Guerrero? I know he worked in Japan, and WCW....

No, not Eddie. If you think about it, Henry Godwinn was long gone from the company when he first appeared in the WWF, and he was also in WWE full-time at the time of Okada's debut, and dead before anyone really knew who the kid was.

I feel like we were getting closer and now if anything we're moving further away...

    Last, last guess...

Only other possibility that it could be is Tajiri but I don't think he ever worked for WCW.

    Nope.

Oh, and there is another possibility that it could be, and that's the actual answer!

The only other people who worked for WCW and WWF/E that were ECW television champs besides the few already guessed were:

Dean Malenko, but he was not in WWF prior to the Revolution
Shane Douglas, but he never came back to WWE in any prominence
Chris Candido, but all her did in WWF was give us Sunny, and I don't think he worked for WCW
2 Cold Scorpio, but again he did not do anything of prominence in WWE
Bam Bam Bigelow, but he debuted in the WWF in the 80s prior to Henry Godwinn
And I think Jericho but he was not in the WWF prior to the Millennium Man

    So I'm completely stumped.

You've hit on why all of them can't be right.

But you've clearly gone wrong somewhere because you're leaving the right answer off the list.

I’m fairly certain I know who it is, but as it’s nearly 3am and I don’t know when I’ll be on next over the Christmas period, it’s probably best I leave it to someone else so it can continue forward. Those that are still guessing I’ll just say, we may or may not see this certain person lace them up again.
